1. 1. Pursuant to Economic and Social Council resolution 1996/13 of 23 July 1996, the present Guidelines for Action on Children in the Criminal Justice System were developed at an expert group meeting held at Vienna from 23 to 25 February 1997 with the financial support of the Government of Austria. به دنبال اقتصادی و اجتماعی قطعنامه شورای 1996/13 23 جولای 1996، دستورالعمل های موجود برای اقدام در مورد کودکان در نظام عدالت کیفری در جلسه کارشناس گروه در وین از 23 تا 25 بهمن ماه سال 1997 با حمایت مالی دولت برگزار می شود توسعه داده شد اتریش. The Guidelines for Action are addressed to the Secretary-General and relevant United Nations agencies and programmes, States parties to the Convention on the Rights of the Child, as regards its implementation, as well as Member States as regards the use and application of the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (The Beijing Rules), the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines) and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, hereinafter together referred to as United Nations standards and norms in juvenile justice. دستورالعمل اقدام به دبیر کل سازمان ملل و مربوط به سازمان ملل متحد سازمان ها و برنامه ها، کشورهای عضو به کنوانسیون حقوق کودک، با توجه به پیاده سازی آن، و نیز به عنوان کشورهای عضو در رابطه با استفاده و کاربرد متحده سازمان ملل قواعد حداقل استاندارد برای اداره دادرسی ویژه نوجوانان (قواعد پکن)، رهنمودهای سازمان ملل متحد برای پیشگیری از بزهکاری نوجوانان (رهنمودهای ریاض) و قوانین سازمان ملل متحد برای حمایت از نوجوانان محروم از آزادی خود، در سطور بعد با هم به آن اشاره شده به عنوان سازمان ملل متحد، استانداردها و هنجارهای عدالت نوجوانان.

5. 4. The aims of the Guidelines for Action are to provide a framework to achieve the following objectives: اهداف راهنمایی هایی برای اقدام به ارائه یک چارچوب برای رسیدن به اهداف زیر است:

( a ) To implement the Convention on the Rights of the Child and to pursue the goals set forth in the Convention with regard to children in the context of the administration of juvenile justice, as well as to use and apply the United Nations standards and norms in juvenile justice and other related instruments, such as the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power; () برای اجرای کنوانسیون حقوق کودک و به دنبال اهداف مندرج در کنوانسیون با توجه به کودکان در زمینه دولت عدالت نوجوان، و همچنین به استفاده و اعمال سازمان ملل متحد، استانداردها و هنجارهای در دادرسی ویژه نوجوانان و دیگر ابزار، مربوط به مانند اعلامیه اصول اساسی عدالت برای قربانیان جرم و سوء استفاده از قدرت؛

( b ) To facilitate the provision of assistance to States parties for the effective implementation of the Convention on the Rights of the Child and related instruments. (ب) به منظور تسهیل ارائه کمک به کشورهای عضو برای اجرای موثر کنوانسیون حقوق کودک و ابزار های مرتبط است.

In order to ensure effective use of the Guidelines for Action, improved cooperation between Governments, relevant entities of the United Nations system, non-governmental organizations, professional groups, the media, academic institutions, children and other members of civil society is essential. به منظور حصول اطمینان از استفاده موثر از راهنمایی هایی برای عمل، بهبود همکاری بین دولت ها، سازمان های مربوطه از نظام ملل متحد، سازمان های غیر دولتی، گروه های حرفه ای، رسانه ها، نهادهای علمی، کودکان و دیگر اعضای جامعه مدنی ضروری است.
